I'm at 217 civs, 46 mils on Nov 25th, 1939 with 35 of those civs from trade (net trade +34). I converted just Moscow and Leningrad, stopped building civs in early 39. Just to note on the factory numbers and why SP and MP are so vastly different, here's some screenshots from last night's Soviets game in HFD (optimization mod, it's vanilla but with ahistorical foci removed and Germany gets +7 civs). Is my run messed up as I'd potentially fight the Balts at the same time as Barbarossa? So what did I miss? Is the difference to finish the Purge in May 38? That would still get the Baltic focus around end 39. May 38 + 2 years is sometimes in summer 40! And this does not include the time to potential fight the Finns (also his guide talks about farming XP, which I assume means dragging the war a long time). I understand that in order to annex and tirgger events, you need to get the Claim in Baltics or Baltics Security Focus. This implies he Annexed the Baltics sometime in 39. Thing is, he then says: " 200+ owned civs in 1939 (after Finland and Baltics) " " No focus until Great Purge, Purge in May 1938 ". Use PP to acquire ket designs/ politicians/generals Once the initial focus are acquired ( Stalin Const, Socialist Realism, 5 Year Plan, Positive Heroism, Progress Cult, Socialist Science, Research Slot), stop to get more PP I have only recently (i.e 2 days ago) started playing HoI, and I am following a mix of guides and advice.
